2. Part of a process of transferring guilt: (1) First Gear: Express sympathy and offer fake apology if situation appears to warrant it; (2) Second Gear: Cover One's Ass; (3) Third Gear: Place blame on others. E.g., "When Shlomo met with the bank's customers whose accounts he had scammed, he applied the UP way®, and shifted gears in record time!"
